From 1998 all troops along the state border and Coastal Guard were united in Border Guard Forces as part of Ministry of Defence. Later Border Guard Forces were removed from the composition of Ministry of Defence and became Border Service of the Committee of National Security.

From the Decree #3228:
The flag of the Border Service of the National Security Committee of the Republic of Kazakhstan is a three-color rectangular double-sided panel, divided vertically into three parts. The side parts of the flag are green, the middle part is emerald blue. In the center of the flag there is a stylized image of the sun, framed by rays, and an eagle soaring under it (elements of the State Flag of the Republic of Kazakhstan) of golden color. In the upper left corner of the flag on the front side and in the upper right corner on the back side there is an image of a regular five-pointed star of golden yellow color. The lateral and middle parts are separated from each other by stripes of golden yellow color. The ratio of the total width and length of the flag is 1:2. The exact ratio and dimensions of the individual elements of the flag are given in the attached graphic.
